I just found out that bilbao only sign basque players and I went on futbin to check if everyone was Spanish, then I see this

Bilbao's players don't have to be Spanish. As you said, their signing policy is Basque only, or footballers who learned their football skills at a Basque club. While Kodro is of Bosnian heritage (his father was also a football player), he was born in Donostia (San Sebastián, as it is also known), and has played for Real Sociedad and Osasuna (both of them are Basque clubs). While not being Spanish, he does check the two unwritten rules, and is therefore eligible to play for Bilbao
