You can't really compare them. Socrates feels similar to Gullit and Ginola. B. Silva dribbles like Messi and he's physically weak. Socrates is more versatile as he can be your striker anytime if you find your opponent has strong defenders like Van Dijk or Koulidaddy that bullies your small strikers too easily. Socrates can also play at CM as his long legs auto intercept a lot of passes and his body type is effective to mark people. But B. Silva is stuck at cam position. He's one of the best CAMs to zig zag dribble with and do tikitaka style short passing game.
