ACHRAF HAKIMI - Rare EA FC 24 Prices and Rating

I know its EA but why are they being so stingy with evos? Have so many promo cards saved for potential evos and they still capping it at like 86/87 max. Are we really gonna have to wait for futties to see some crazy ones?
