Nope as may not be a given to make their own league's TOTS, I think for players in some leagues they may but depends on others too.

Unless we get a TOTS SBC like in 17 where all TOTS Cards are available to obtain then yes, but not a given. As in terms of TOTS itself after all the leagues are done we get Ultimate which is basically the best 23 available again in packs.

He's in the PL TOTS that was out a couple weeks ago, so that's why he's in plus also that run of form he had when Solskjaer joined helps his case too tbh

I don't hate Leicester or Newcastle, Plus I've had weeks where included Vardy/Pereira/Schar/Perez in on weeks and not happened. For TOTS players like Schar, Perez, Maddison for example could get in as SBCs/Objectives. Just can't include everyone.
