EA's code is bad there's no doubt, but this is how a lot of games do things. In general it's best to redownload the whole changed chapter rather than getting the update to modify a few lines.

So I'm no video game expert but I'm pretty sure they do this to avoid code corruption. Maybe there's only 5mb of changed code but they make the update download the several entire modules and overwrite upon install rather than risking modifying smaller sections and causing corruption.
