did you start playing ultimate team last year? totw predates all these promos by years. the whole point of totw is to honour players who played well, full stop. it was always a 'rule' that players couldn't be included in the totw two weeks in a row, over time it became two in three weeks, then two in four weeks. however lately ea have chosen to leave players out of the totw because of promo cards they have too close to them. to say "that the whole point is to allow players who haven't had special cards" to have them is just objectively wrong
