Messi, Ronald, and Lewi will be 99. They will all have special cards (informs, POTM, etc) that could be as high as 98 later in the game. EA doesn’t want to limit the amount of cards they can give Messi and Ronaldo so they can make money off their special cards. 98 TOTY means they would be very unlikely to give them an inform or any special card the same rating. If this is the team selected I would hope Muller would get in as the 12th man. Sadly most Fifa fans would vote Neymar or Mbappe to play with. Realistically a very small fraction of people could afford either of those players.
