as someone with experience with these low pace cards, you need to give up on pace boosting. it doesnt make enough of a difference at this stage. instead you should give him a fnisher, engine or artist to make him more fluent on the ball and make sure he doesnt miss a pass or shot. you cant play him as cdm or cam, only cm.
i agree ive used kroos since i got the game and packed him and he is easily one of the best players on my team. I have put people like de bruyne and pogba next to him but kroos always outperforms them
