Guide for 98:

1) Start Keep Up, complete the first level but don't claim that and wait to expire (keeping the stats the same);

2) Start Fast Forward, complete all but don't claim the last level (he will be 79 rated) and let expire on 10th Feb;

3) Start TOTY Unsung, complete it all, making him 90 rated, then claim Keep Up Partial Upgrade (91 rated) and finally the Fast Forward making him 98 rated and with Radioactive design for chem boost, if you want TOTY NM design just claim the partial upgrade right before you claim last level of TOTY Unsung.
