This guy might not be the most meta card you'll find for the CAM position, but he is the most fun player I have played as my central CAM. Previously I used Ousmane Dembele as my central CAM and he was simply insane in that position, but in my opinion Bernardo Silva is more fun to play there as he is a true playmaker, he has silky smooth dribbling and can make critical passes. With Hunter chemistry style he becomes more than just a playmaker and can score consistently without issues.
In my opinion the central CAM position in 4231 is the most important player as he will always be on the ball and also finish many goals. I think the only thing he lacks to be a meta player in this position is the weak foot and strength required to shoulder defenders, but if you use him correctly you can avoid these flaws very well. I haven't tried him in LAM or RAM positions but I think he is more suited for Central CAM.
Overall if you're looking for a rather cheap CAM who is very fun to play with you should try out Bernard Silva.
Bernardo Silva was so good it made me come back to see how other people thought about him but as I saw no reviews id ecided to write one! I was very specific looking for this certain player to fit my team, I had so many filters on futbin to find the perfect player(s) for my 4222 with free roaming cams. It came down to a bunch of legends that I will never afford and two gold cards, hazard and of course Bernardo Silva. I run him with catalyst which puts him at 91 pace (95 acceleration so he can get around someone quick which is good for some new skill moves especially the (R1+R2+flick R3 where you want) to meg people its very cheeky. Which brings me to his dribbling, 94 agility, 92 balance, 87 composure. I don't think I need to go further into detail. his shooting is alright, personally I don't take a bunch of screamers or finesse from outside the box so his 85 positioning helps me out a lot (plus the free roam) lets him get to the right spot for an easy tap in. His passing gets boosted to a 90 with 91 short passing and 89 curve which is what I was looking for. For his defense I don't even think I ever really noticed but I do have him get back and with his 92 stamina he can run all game and put pressure in the press. If your looking for a rw that is gonna get headers over van dijk your at the wrong place, he's about 4 foot 11. The main reason I'm here is because I somehow got him for under 20k and even though I'm glad I got him cheap I feel he deserves some recognition, wouldn't be mad getting destroyed by him in weekend league.
Pace - 9/10 just bc he is quicker than everyone but not faster as his sprint speed is 88 so most META fullbacks w 90 pace and shadows will be able to catch up
Shooting - 8/10 He's no R9 but he can finish in front of goal his 87 composure helps
Dribbling - 10/10 silky.
Passing - 9/10 For a CAM I don't really need his long balls to be great its still good but I'm always running at the defense with him
Defending - 8/10 I give him a high defensive rating because he presses a lot and its been very useful to steal the ball and put my strikers through on goal
Physical - 8/10 a midget than can run all game, I skill a lot so I don't get pushed off the ball, I either lose the ball or pass the defender

I used both Adama and Bernardo Silva on the wing and let me tell you something, Bernardo is just a different breed. He reminds me of Sancho (Since EA said "hey what if we give one of the fastest wingers in the bundesliga 82 Pace?") . I ended up using Bernardo mainly as a RCM/RW and once accidentally as Striker, which might have been the best mistake of my life. The dribbling is elite and obviously with a hunter the finishing is just something else, I recommend trying him as a second striker in a 442. I think that the only downside on this card might be that he isn't a CM/CAM. There is nothing stopping you from trying him out, a premier league RW from portugal for only 18k?
Dribbling: This card is the exact of opposite of Haland, Agility and balance is amazing but lacks physicality.
Passing: What can't he do? I love to cross and this guy did not disappoint. Every pass sent perfectly, I honestly can't complain about his passing.
Shooting: If you put a hunter on him, It's obvious that he's going to shoot better. It still isn't the best. That's why you should use him with a second striker who has better shooting (I used Jesus/Richarlison).
SAS
Physicality: He gets pushed off the ball easily, he will last a full game if he isn't getting dominated by your opponents Joe Gomez/Varane combo.
Weakfoot/Skills: 4* /3* isn't really ideal since both of those have been more important than ever.

High/High Workrates: He seems to go bac way too much. (Stay Forward is crucial)
Defending: When I played him as a CM, he could do everything but defend, that's it.
used both Mahrez and Bernardo for 10 games each, 5 of those at RM and 5 at CAM.
Mahrez has better SM and WF. Mahrez is quicker, Mahrez feels better on the ball and he gets away from all sorts of situations, even though Bernardo's dribbling stats are better.
Mahrez had more goal contributions.(both used in the same team). Mahrez is also (at the time of writing) 18k cheaper.
High work rates.
Very solid player.
Decent pace with a hunter.
Very good stamina, which compliments the work rates.
Only 3* weak foot
Mahrez is much cheaper and consistently performs better.
